Elaina Morgan

Director of Medicaid & Regulatory Support

Elaina Morgan is responsible for managing all Medicaid matters and educational benefits for FSLA members. She has spent the past seven years specializing in Medicaid policy and its far-reaching impact on Florida’s health and education systems, supporting legislators by analyzing policy, drafting legislation, and evaluating the fiscal impact for some of the state’s most complex and consequential issues.

 

With a strong foundation in health policy, Elaina approaches her work with a clear understanding of how legislative decisions affect real people, especially vulnerable and underserved populations. She is passionate about creating evidence-based policies that enhance long-term community wellbeing and workforce outcomes. Her professional philosophy centers on a simple but powerful idea: “Happiness is good health.”

 

Most recently, Elaina was a Legislative Analyst for the Florida Senate’s Health Policy committee for Senate President Passidomo and Albritton. She also previously served at the Agency for Health Care Administration within the Bureau of Medicaid Policy, advocating for policy solutions that promote health, opportunity, and dignity for all. She believes that meaningful policy change happens when technical expertise is paired with empathy—and when complex systems are approached with both discipline and imagination.

 

Elaina is a Tallahassee native and a Florida State University grad. She loves spending time with family and her husband, Fletcher. They have two dogs, Chica and Bowden.
